The development of the largest semitrailer tractor in the 18-tonne weight category was commissioned to Fahrzeug-und Motorenbaum (FAMO) in Breslau in 1935. The tractor was to be used to tow the heaviest artillery armament. The first prototype of the 18-ton tractor, designated FM gr 1, was produced in 1936. The vehicle has only the front row of seats, the running wheels of the tracked part of the chassis have relief holes of a different shape (drop-shaped or triangular shape similar to the wheels of the Sd.Kfz. 8) than what was on the production vehicles, the hub of the drive wheel is of a massive conical shape. The fenders are also different from the production vehicles, there is a step between the front fender and the fender above the track section of the chassis, this was similarly handled on the later production F 3 but on the F3 it was seamlessly integrated into the front and rear fenders. There's no bodywork behind the cab, just a stowed spare wheel for the front axle. The number plate is behind the towbar. The mark 'IK 0255' belongs to the territorial unit of Silesia (IK - Nieder- und Oberschlesien). Visually, it is shorter compared to the production version F 3.

Známa a ojedinelá fotografia vozidla s delostreleckou nadstavbou (4 rady sedačiek) je zdá sa postavená na modifikovanej platforme FM gr 1.
