Personality traits


At one of the meetings, Yefim Pavlovich, who had just celebrated his 70th birthday, was giving his team an extremely important task when he suddenly stated, "I'll check back in exactly one year. If anyone hopes that I won't make it to my next birthday, they are sorely mistaken. My mother is 93 and doing wonderfully well." These words are confirmed by the fact that he was Minister of Central Engineering Construction of the USSR until he was 88.

In the past, Slavsky was one of the commanders of the First Cavalry. When I was with him, he liked to recall this episode of his life. To describe Slavsky's personality; he had a tall sturdy figure, strong arms, broad sloping shoulders, deep wrinkles in his tanned brown face, and a strong, confident voice.


Nature rewarded Slavsky with an exceptionally tough root. Accidents often happened, especially in the early stages of the nuclear project, and Yefim Pavlovich was always the first to go into the danger zone. Many years later, doctors tried to find out how much "radiation dose" he had received. Their estimate was around one and a half thousand units, which is three times the lethal dose, and yet he survived.


Among his colleagues, he was called "Yefim the Great".


From the early 1950s until his death he lived at 31/29 Povarskaya Street, Moscow (which is now part of the cultural heritage). His neighbours were Avramiy Zavenyagin, Boris Butoma, Andranik Petrosyanets, Nikolai Pavlov and Vasily Konotop.


Criticism


In diaries devoted to analyzing the reasons for the Chernobyl accident, academician V. A. Legasov expressed the opinion that it was not an accident, but the whole culture of managerial decisions of the "Soviet" period (from the lowest positions to the top), from the consciousness and responsibility of a pipe welder in a nuclear power plant to the Minister of Atomic Energy, led to it:


"We went to Chernobyl. In my estimation, what happened at Chernobyl could have happened at Kola years earlier. That's when it was discovered that the welder who welded the main pipe that fed the coolant, in an attempt to get a raise, did it faster. Instead of welding the pipe, at the most critical point ... He just put the electrodes in the duct and lightly welded it from the top. Fortunately, it worked out ... we would have lost the Coke so easily."


I didn't give up and started studying the problem with more caution and took a much more active position in several places and I have to say that a new generation of safer nuclear reactors is needed ... but it caused a huge storm in the ministry. A storm of indignation. Especially with Minister Slavsky, who almost stomped his foot on me, saying that these are different things, that I am an illiterate person, that I am meddling in my own affairs.

November 4, 2020, politician and public figure V. S. Milov presented an analytical problem in the case of the Chernobyl accident. Vladimir Milov: Chernobyl that killed hopes (How the USSR collapsed). During the release, Milov stated that the main culprit of the accident was J. P. Slavsky. He also pointed out that Slavskii, who had long headed the USSR's Ministry of Medium Engineering, was the creator of the dangerous Soviet nuclear industry, deliberately covering up the initial incidents at other nuclear power plants (Leningrad or Ignalina).
