During the September Campaign, on 27 September 1939, the resistance organization Służba Zwycięstwu Polski (Service for the Victory of Poland, SZP) was founded on the orders of General Juliusz Rommel, Commander of the Warsaw Defence.
General Michał Karaszewicz-Tokarzewski was appointed the commander of the SZP. The organization's goals were the struggle for the liberation of Poland in its pre-war borders, the construction of the Polish army and the creation of a provisional government structure.
The SZP was reorganized into Związek Walki Zbrojnej ZWZ (Union of Armed Struggle) on 13 November 1939, by the government-in-exile headed by General Władysław Sikorski .
The temporary commander of the SZP, Michał Karaszewicz-Tokarzewski, was appointed commander of the ZWZ for the territory under Soviet occupation.
