In 1937, a competition was announced for a new light artillery tractor designed for towing 47 mm anti-tank cannons (model 1937 (1055 kg), model 1939 (1200 kg)). In addition to the Latil M7 Z1 design, the Laffly W 15 T, Somua MCJ and FAR TT 3 designs also took part in the competition.
Three body modifications of the Laffly M7 Z1 were developed (initial design with a body model and drawing designs number 1897b (January 23, 1939) and 1897c (August 18, 1939)). The vehicle had all axles driven (6x6).
In comparative tests with the direct competitor Laffly W 15 T had LAtil M7 Z1, there were vehicles with similar test results, in some even the Latil prototype was better. However, the Laffly W 15 T and the half-track Somua MCJ were chosen for towing 47 mm cannons. However, the construction of Latil M7 Z1 was very high quality and the type was reclassified as a tractor for 25 mm anti-aircraft cannons. The design of the body was rebuilt to transport ammunition to these cannons and September 17, 1939, an order was signed for the production of 500 vehicles, later in December 21, 1939 increased to 650 copies. The first deliveries were scheduled for 3/1940. As of May 31, 1940, only 7 copies were available for production delays.
