After the successful introduction of aircraft Tupolev Tu-16K-10 into the armament of the Soviet naval air force, it was decided to further improve these aircraft and allow them to carry new protilodních střel KSR-2/KS-11 (AS-5 Kelt) and KSR-5S/K-26 (AS- 6 Kingfish). These missiles were to be carried in two pieces on special hangers under the wings (one missile under each wing).


The first aircraft were upgraded to the standard Tu-26K-10-26 from already manufactured aircraft Tu-16K-10 in the 70s . Most of them flew from the airports on the Kola Peninsula.

In the mid-60s, the existing weapon system of Tupolev Tu-16K-10-26 aircraft began to become obsolete and therefore it was decided to modernize it. The cornerstone of this modernization was the introduction of a new type of missile K-10, type K-10S. These missiles showed better flight characteristics than the original K-10 missiles and were also able to use a Rubin-1 radar for aiming. Thanks to this option, the existing Radar Jen could be dismantled and the navigator's cabin returned to the bow, supplemented by the Rubin-1 radar operator and the radar itself under the bow. The operator's cabin in the bomb bay was dismantled and the fuel tank of the K-10S missile was modified for the possibility of dismantling in field conditions and thus allowed the carrying of the classic bomb cargo.


The modernization of these aircraft has been going on since 1966, and in addition to the modernization of the existing Tupolev Tu-16K-10-26 aircraft, another 50 aircraft of this type were produced as a replacement for older and heavily flown machines.
