On January 23, 1970, the headquarters of the Soviet naval fleet entered technical requirements for a double-barreled tower constructed on the basis of a 12.7 machine gun NSV ( & # 1053; & # 1057; & # 1042;), which is currently being developed based on ground force requirements. A prototype of the tower, with the factory designation TKB-095 ( & # 1058; & # 1050; & # 1041; -095), was introduced in 1972. The armament of the tower consisted of 2 serial machine guns NSV -12.7 (index 6PP/ 6 & # 1055; & # 1055;), targeting was provided by the PZU-6 sight, guidance and control of weapons was manual. The sight allowed targeted firing at air targets up to a speed of 300 m/s.


Military tests of the Utes-M prototype began on October 4, 1972. They lasted until December 1972, when they were interrupted because it was not possible to remove post-fire fumes endangering the shooter and also making it impossible to aim at the target. After design changes, tests continued from July 1973. During the tests, 14,113 rounds were fired, with 17 failures (0.12%). The final tests took place in July 1974 and practical tests on board the ship in August 1975. Based on the tests, Utes-M was officially included in the navy on December 13, 1976, while serial production began in 1975.


Continuous firing of the dose is limited to 100 shots per barrel, then it is necessary to cool (passively 30-35 minutes, water cooling about 1.5 minutes). The firing average of 1000 rounds can be fired within min. 15 minutes.
