Asymmetric threats

The term asymmetric warfare was first used in 1997 in the 1997 Quadrennial Defense Review, one of the basic documents dealing with US defense policy. It is prepared every four years by the Institute of National Strategic Studies at the American National University of Defense. The U.S. Basic Security Document "National Security Strategy for the Next Century" defines asymmetric warfare as: "Unconventional approaches that circumvent or disrupt our power by exploiting our vulnerabilities."
