The Battalion was created to manage these volunteer units already in existence:


- 26th Middlesex Rifle Volunteer Corps (26th Middlesex Rifle Volunteer Corps) - Custom House, London, formed 9 February 1860 from officers of the Customs of the London Docks, 1864 absorbing the 9th. Tower Hamlets Volunteer Rifle Corps (9th Tower Hamlets RVC) from 1st Administrative Battalion Tower Hamlets Volunteer Rifles and is re-designated as the 26th Middlesex (The Customs and the Docks) Volunteer Rifle Corps (26th Middlesex (The Customs and the Docks) RVC)
- 42. Middlesex Rifle Volunteer Corps (42nd Middlesex Rifle Volunteer Corps) - St. Catherine's Docks, formed 19 June 1860 from the staff of the Docks
