This is the National Forces Medal.
The medal was introduced by Decree No. 192 of 1937, published in O.B. No. 99, Burgas, 27.1.1937.

Here it says, among other things, that the new National Forces felt the need to change the existing system of military awards introduced in 1931, and so new awards are being established for persons who participated in the military campaign.
Chapter 18 of that document states
The Campaign Medal is awarded to those who have taken an active part in operations, or who have served in the firing lines during a specific period of time to be determined by the appropriate sector of operations, and the award will have a different ribbon if it is a second-line award.
IN B. O. No. 362 at Burgos, dated 17 October 1937, sets out the rules for the development of the new medal. Here it says that it may be made of any material in any form and dimensions, the only condition being the distinctness of the ribbon for awards obtained in combat operations or in the rear echelon.
The medal has been approved, oval in bronze for both Navy and ground forces. The medal is suspended from a ribbon with the national colors with a black border for persons earning the medal in combat operations and with green for persons distinguished by service in the rear echelon or second echelon.
The first ceremony for the new medal was held in 1938, with 48,000 with black trim and 2,000 with green.
The medals were awarded to members who contributed to the victory of the National Forces on the battlefields from 1936 to 1939.
The awards were given to members of the National Forces, Falange units, Requetes and foreign participants (e.g. Legion Condor) of the National Liberation War fighting on the side of the National Forces.
