The thirteenth of the original 14 fighters the Boeing FB-1 has been completed with an alternative engine of Packard and marked as FB-3, factory designation Model 55. Differently from FB-1 distinguished only by the lifting lugs for on-board cranes and the possibility to swap the chassis for the floats. Before acceptance by the navy was at the end of December, 1925, the FB-3 was tested with two wooden floats, when the pilot misjudged the height and destroyed the machine while the impact of the level of lake Washington.

The navy then ordered two new machines, which were delivered in April 1926. Both machines were used for development and tests, used the classic wheeled landing gear of the FB-1 and two floats, and later got a new balanced rudder, which were then used on all subsequent versions. They disappeared from history (perhaps converted to FB-1 or FB-5), both machines the navy had deployed in September 1926 to the National air races in Philadelphia, where Lt. George Cuddihy won first place in its category with speeds 289,7 km/h on a closed circuit. Machine Lt. H. D. Barnera placed sixth with 263 km/h..
