Yamamoto Seiei (Yamamoto Kiyoe) was Chief of Staff of the 33rd Army in Burma in late 1944.

Since January 1945, he has been in command of the 15th Division, subordinate to the 15th Army. This occurs after the collapse of the Japanese U-Go offensive.


During the British siege in March 1945, Yamamoto establishes a command at Fort Dufferin in Mandalay. Here the division is initially ordered to fight to the last man, but eventually the order is changed and it retreats on 18 March 1945 to Toungoo, where it arrives on 19 April 1945.


Yamamoto was an opponent of the tactic of holding positions to the last man, saying it was the worst possible option, but he eventually accepted such an order.
