Sakuma was born in Nagato Province (today's Yamaguchi).
He was a company commander who fought in the Second Chōshū Expedition, led by the Tokugawa Shogunate. He served in the following rebellion during the Boshin War.
In 1872 he joined the forming Imperial Army, as a captain. In February 1874, he participates in the suppression of the Saga Rebellion, during which he leads a multitude of? Kumamoto Castle.
In 1874, he participates in the Taiwan Expedition. During the Satsuma Rebellion, he commands the 6th Infantry Regiment.
In February 1881, he becomes a major general and commands the Sendao Military District.
In May 1885, he receives the 10th Infantry Regiment under his command and the following year becomes a lieutenant general. That same year, he is given the title danshaku (baron).
After the outbreak of the First Sino-Japanese War, Sakuma commands the 2nd Division with which he participates in the Battle of Weihaiwei. In the following period, he holds the post of military governor of Shandong Province, China.
At the end of the war, he receives the Order of the Rising Sun and is promoted to shishaku(viscount). In 1898, Sakuma is given command of the Imperial Guard's central division and becomes a general. Soon after, he commands the Tokyo garrison.
In April 1906, he is appointed the 5th Governor General of Taiwan and receives the Order of the Rising Sun (1st Class with Paulownia Flowers, Grand Cordon), and in 1907 becomes a hakushaku (Count).
After the end of Chinese resistance in Taiwan, the colonial administration decided to pacify the hill tribes. During his tenure as governor, he led several military campaigns against the Atayal and Bunun people.
> Sakuma was one of the longest serving governors of Taiwan, ending his tenure in 1915 after a successful pacification. He is credited with the development of the east coast, especially the Hualien, and the Taroko Gorge zone.
