The highest distinction within the KGB - the Badge of Honorary State Security Worker, was established by order of the State Security Committee under the Council of Ministers of the USSR (official designation KGB) №115 from 6 December 1957. It was awarded to the most prominent KGB members, and the shape and design of the new badge of honour differed significantly from previous similar badges (e.g. Meritorious NKVD Worker). The procedure for awarding it was kept the same as in the past - by order of the State Security Committee under the USSR Council of Ministers (KGB).
Holders of this badge of honour were granted the following privileges: an extraordinary assignment of an apartment in KGB residential houses and, after leaving the service, the right to use departmental polyclinics and children's facilities belonging to the KGB system. Over the period of the badge's existence, 7,375 KGB officers were awarded it. Among those decorated in 1973 was the then KGB chairman J.V. Andropov.
