Náboj byl zkonstruován pro potřeby americké armády pro samonabíjecí karabinu Winchester 30 M1. Náboj dostal celoplášťovou střelu o hmotnosti 7,12 g, případně svítící o hmotnosti 6,84 g. Většina nábojů má nábojnici mosaznou, v USA a Francii se však vyráběly i náboje s nábojnicí ocelovou.
V roce 1963 zahájila americká armáda výprodej karabin M1 pro civilní trh. Zbraň se začala používat pro sportovní i lovecké účely a tomu začala odpovádat i nabídka variant nábojů. Balistické vlastnosti náboje umožňují jeho efektivná použití do 200 m.
