On April 17, 1957, the Resolution of the Soviet of Ministers of the USSR No. 426-211 on the development of new self-propelled anti-aircraft means Šilka and Yenisei with radar fire control means was adopted. This was, in fact, the answer to the introduction of the M42A1 type into the US military's armament. Formally, Šilka and Jenisej were not competitors. The ZSU-37-2 Yenisei used a 37mm automatic cannon 500P, developed by A. E. Nudelman in OKB-16. The power tracking drives of the guidance were designed by the Moscow Scientific Research Institute 173 and a branch in Kovrov (today the Signal Scientific Research Institute) worked on the apparatus for the stabilization of the intentional and shot.

The information about the target needed to guide the cannons was processed by RPK Baikal ("radiopribornýj complex") operating in the cm radio band (approximately 3 cm). In mid-1959, development was halted and efforts were made to complete the anti-aircraft complex 2K11 Krug. The chassis for the Yenisei was designed in KK Uralmaš under the leadership of G.S. Jefimov, its basis was a test car SU-100P. The production was to take place in the Lipecký tractor plant.

ZSU-37-2 had armor that resisted in places of ammunition anti-tank missiles B-32 caliber 7.62 mm fired from a distance of 400 m.
