The main workload of the repair facility in Prešov consisted, at the beginning of its existence, of repairing a wide range of motorcycles and cars of trophy origin used by the Czechoslovak army at the turn of the 1940s and 1950s. With the rearmament of the Czechoslovak People's Army with new automotive technology, the Prešov repair shops gradually specialized in the repair of trucks, primarily of Czechoslovak origin:

The Military Repair Enterprise 028 Prešov, s.p. was founded on 1 July 1989 by the decision of the Minister of National Defence of the Czechoslovak Socialist Republic on the basis of the founding charter No. 1105-84 of 23 June 1989. On 1.7.1989 all assets, rights and liabilities of the dissolved production and economic organization AOZ Prešov were transferred to VOP 028. The company continued to repair military trucks of Czechoslovak manufacture (up to the stage of overhaul). Its production programme also included reconstruction, overhaul, revision and revision tests of road cranes (respectively, the cranes of the Czechoslovak Army). AD-20, AB-063, AD-070, AD-080, AD-160, AD-28, AV-15 a AV-8. In 1991, the first thoughts about a possible privatization of the company appeared.

With the division of the federation and the subsequent reduction of the Slovak army, the company expanded its range of services to include tank repairs (T-55AM2, MT-55A, VT-55A, UOS-155) and special equipment (Božena) as well as trucks for the civilian sector. The civilian segment accounted for the largest share of the company's sales in 1993 and 1994 and consisted of truck repairs for customers in Poland, Hungary and Romania. However, the business success in these markets did not last long because these countries subsequently banned the import of old trucks. The low capacity utilisation of the company by the Slovak Ministry of Defence and the lack of orders from the civilian sector resulted in VOP 028's economic results regularly ending in an economic loss in the late 1990s and early 2000s. Poor economic performance meant that no investment was made in repairing the premises or purchasing new technology, which further weakened the company's competitiveness.

Therefore, in 2000, the Ministry of Defence of the Slovak Republic, as the founder of the company, returned to the plan to privatise it. However, this did not take place until several years later. In spring 2002, the company employed about 125 people. In 2005, at the time of the ongoing privatisation, the objects of VOP 028's activities included:
- repair of vehicles Tatra 148, Tatra 813 and Tatra 815
- vehicle sales Tatra 148, Tatra 813 and Tatra 815
- repair of vehicles Avia 21, Avia 30 and Avia 31
- bus repair Karosa C 734 and LC 735
- repair of cranes and tankers on Tatra chassis
- warranty service of Avia T 4x4 vehicles
- out-of-warranty service of Avia T 4x4 vehicles
- installation of hydraulic arms PANOBA
- repair of military equipment and armament
(repairs were carried out in the scope of service, routine and general repairs)

The successor company of the Military Repair Company 028 Prešov, s.p. became DELTA DEFENCE, a.s. from the beginning of 2006.
