The M-95 Degman main battle tank was developed on the initiative of Đuro Đaković specijalna vozila d.d., Slavonski Brod as the next development stage of the M-84 / M84A / M-91 Vihor tanks. The original M-84 / M84A tank is the Soviet T-72 tank produced under license (M-84 is the equivalent of the T-72M version, M-84A is the equivalent of the T-72M1 version), with minor differences due to the capabilities of the Yugoslav industry.

The development of the M-95 Degman tank begins where the development of the M-91 Vihor tank left off, which was to replace the M-84/M-84A tanks in the Yugoslav National Army. In mid-1991, the first prototype of the M-91 Vihor tank was completed at the Đuro Đaković factory, but due to the ongoing civil war, it was not handed over to the JNA for trials. At the same time, a second prototype (completed hull) was also under construction, but due to combat events, its completion was not completed until 1994 with a new turret. Since during the savage break-up of Yugoslavia the individual production links were severed, serial production of the M-91 Vihor tank was not possible under the existing conditions. For this reason, the company proceeded to modernise the prototypes, taking advantage of the opportunities brought about by the end of the Cold War and the rapid development of electronics, in addition to replacing unavailable components.

The prototypes were modified to accommodate a more powerful engine of up to 1,200 hp (installable on customer request) with a hydrokinetic planetary gearbox, a modified (later completely redesigned) turret, where a storage compartment and slat armour were added at the rear. The communications equipment was replaced by a new RACAL system and the WMD protection system was replaced by a new SZ 2000 system (which also provides fire protection). Detection of WMD use is provided by a DRHT sensor.

The optical system and fire control system were developed by the Slovenian company Fotona and, in addition to the M-95, were also used in the modernisation of Slovenian and Croatian M-84 tanks (M-84A4 Sniper). The laser rangefinder and the LIRD-4B radiation indication system were also new. The fire control system was also supplemented by a digital battlefield system developed by Fotona/Končar/Đuro Đaković. To improve mobility, new tracks were supplied by Diehl. The Israeli company Elbit was also involved in the development, and prepared the new RRAK reactive armour, the shape of which is a typical feature of the M-95 type. In addition to the reactive armouring, Elbit also contributed a remotely operated weapon station for the 12.7mm anti-aircraft machine gun (the machine gun can be replaced by a 40mm grenade launcher upon customer request), which also functions as an independent infrared sight for the tank commander.
The turret is equipped with 12 smoke grenade launchers (6 on each side of the turret), the tank also has a diesel injection system into the exhaust pipe. The tank's main armament, the 125mm 2A46M5 smoothbore gun, allows firing of sub-calibre, cumulative and fragmentation ammunition at a rate of fire of up to 8 rounds per minute (when using the upgraded automatic reloading system).

The travelling system consists of 6 travelling wheels, 3 tension pulleys, a tension wheel (front) and a drive wheel (rear). The suspension is independent with torsion bars and 6 hydraulic shock absorbers. Belts with removable rubber inserts are type 840I.

The electrical system operates at 27 V (+2 / -5 V), 4 MIL 190130 batteries (12 V / 190Ah / 1300 A) provide a capacity of 380 Ah.

The fire control system is OMEGA-D type. It consists of:
- stabilized day and night laser sight - SGS-D with Nd:YAG (neodymium-doped yttrium aluminum garnet) laser. The sight enables rangefinding in the range of 200 to 10 000 m with 10 times day magnification.
- Commander's sight - COMTOS
- fire control computer.

Optionally, a TSGS-D type gunner's sight can be installed.

The driver has a day and night periscope CODRIS-E (field of view 125° x 25° in the day channel and 40° x 30° in the night channel). The tank is also equipped with a quad of TNPA-65 auxiliary periscopes (2 x driver, 2 c commander).

The communication system consists of a BCC 600 indoor call unit, a PR4G ultra-shortwave radio (2 pcs, 30-88 MHz, max. 50 W) and a TRC 3600-3 shortwave radio (3-30 MHz, max. 400 W). The communication system allows to operate in voice communication, data transmission and telegraph message modes in both classified and unclassified transmission on a total of 100 channels.

Further developments include the possible replacement of the original 125 mm cannon with a new 120 mm cannon from Swiss RUAG Defence and other defence and jamming systems, including LAHAT anti-tank missiles.

The M-95 tank retains the good features of the M-84 (T-72) series, such as low silhouette, light weight, good mobility and relatively powerful armament. Combined with modern fire control systems, improved automatic targeting and self-defense systems, including RRAK dynamic armor, the M-95 tank represents a modern combat vehicle. The open architecture principle has been used in its design, which allows the manufacturer, as well as potential users, to modify individual elements based on specific requirements, including continuous upgrades of individual systems.

Serial production of the M-95 tank has not started; both prototypes have reportedly been taken over by the Croatian Armed Forces. Some of the elements used on the M-95 have been integrated into the modernisation of the M-84A4 Snajper tanks. Based on the M-95 tank, another modernisation of the M-84 tanks (including the export M-84AB), referred to as the M-84D and M-84A5 respectively, has also been prepared, and versions of the T-72 tanks (T-72M, T-72M1) can be modernised in a similar way.

Author's note: According to speculation in some sources, the purchase of 29 M-95 tanks is being considered after 2019, but other sources say that no new tanks will be purchased and instead the Croatian M-84A4s will be upgraded to the M-84A5 (M-84D) version.
