The 9P110PTRK 9K14 Malyutka combat vehicle was originally designed for the 9M12 Ovod missile being developed at CKB-14 (Central Design Bureau No. 14) since 1961, which was a competing project to the 9M14 (SKB Design Bureau) missile, and its development started on 06.07.1961. The 9M12 missile was not eventually inducted into the arsenal, but the vehicle was used as a platform for the 9M14 missile. It was officially inducted into the armament on 16.09.1963. In addition to the Soviet Army, it was also in the armament of the National People's Army , which received 124 vehicles in 1971-1972.

The vehicle uses a reconnaissance vehicle chassis BRDM-1, with an extendable launcher in the swarm compartment with a total of 6 9M14 missiles ready for firing. The launcher can be used at an angle of 56° from the vehicle axis (+/-28°) in the beam and -1°- +1.5° in the yaw. The other 8 missiles are tethered. The vehicle is manned by two people, the firing rate reaches 2 rockets per minute. Due to the guidance system used, firing is only possible with direct visual line of sight to the target. The combat vehicle is capable of firing within 20 s of stopping, recoil preparation is 2 min 30 s. If it is planned to conduct firing from a stationary position using a yield counter, the preparation time is extended to 3 min.

The vehicle is equipped with a 9S414 guidance system with a 9Š18 optical panoramic sight (the output of the system is in a small turret between the driver's and operator's stations). The operator guides the missile using the 9V332 console installed in the vehicle. A 9V333 operator's console with its own 9Š16 optical sight can also be connected to the guidance system for firing from a position outside the vehicle. The system also includes blocks 9V330 (power distribution box), 9V331 (timing block), 9V119 (voltage stabilizer) and 9V329 (automation block).
