Konstrukce vycházela ze staršího Aichi E10A1, konstruktéři zmenšili rozpětí
a mírně letoun aerodynamicky zjemnili. Letoun byl používán na válečných lodích japonského námořnictva, na začátku války v Tichomoří byl již zastaralý a stažen od bojových jednotek.

The Aichi E11A1 competing against the Kawanishi E11K1, it proved to have superior performance, and was ordered into production as the Navy Type 98 Night Reconnaissance Seaplane.


Of biplane configuration, the two-step hull carried a braced tail unit, with the tail-plane and elevator mounted almost halfway up the fin. Accommodation was provided for a crew of three, and there was an open bow position that could be used during on-water manoeuvres, such as making fast to a buoy, as well as mounting a defensive machine gun. To enhance stability on the water, balancer floats were mounted beneath each lower wing, close to the wingtip.


Production of E11A1s totalled only 17 aircraft, and these saw limited use in their intended role in the early stages of the Pacific war.

Brief history of type:
In 1936, Kaigun Koku Hombu required 11-Shi guidelines for more modern floatplanes to replace the obsolete night reconnaissance / observation seaplanes E10A1 . Based on the technical requirements set out in the said directive, two companies entered the competition, on the one hand it was the Kawanishi Kokuki KK factory with its single-plane seaplane project E11K1 11-Shi . The second participant in the competition was Aichi Tonkei Denki K. K. with the E11A1 11-Shi project.

The project work at Aichi was undertaken by engineer Morishige Mori, the project was factory designated AB-14 and work continued very quickly, this was mainly due to the fact that the new aircraft is very closely linked to the older seaplane E10A1, older aircraft was aerodynamically improved and slightly reduced span, the drive unit remained the same. The first prototype was completed in June 1937 and was also flown this month.
From the beginning of July, the naval air force began testing it. The competing E11K1-11-Shi was a much more modern monoplane with a wing that was slightly bent into an M-shape.
The prototype Aichi E11A1 did not bring anything new with its design, its speed was lower, but on the other hand, this parameter was not very important for the night observation seaplane. Flight and nautical characteristics were much more important, and the prototype from Aichi was clearly better. Thanks to this, in 1937 he won the competition over the aircraft and was ordered by the Navy in a small series. Its full designation was "Naval night reconnaissance seaplane type 98. In service on board light cruisers supplemented the older E10A1. Production of the seventeen-piece series was completed in 1940, at that time the aircraft was obsolete, was operationally deployed until early 1942, then was withdrawn for training and liaison tasks, the Allies named him with the female name Laura.
