Divízia bola sformovaná v júli 1940 v rámci Pobaltského vojenského okruhu. K 22.06. 1941 bola dislokovaná východne od Kaunasu. 26.06. 1941 – zabitý veliteľ divízie generálmajor E. N. Soljankin.
