The division was on the basis of the warrant of 18.8.1944 (with effect from 1.8.1944) formed from the Schutzmannschaft-Brigade Siegling (part of Riot police) on the strength of four regiments, consisting mainly of Russian, belarusian and Ukrainian volunteers.
