Commemorative Medal of the Minister of Defence of the Slovak Republic
Section 137 (9) of Act No. 346/2005 Coll. on the State Service of Professional Soldiers of the Armed Forces of the Slovak Republic:
"(1) In recognition of the performance of state service or a meritorious act of a professional soldier, sacrifice in eliminating the consequences of natural disasters, technological accidents, saving lives or property on a large scale, or the performance of tasks pursuant to special regulations, there shall be established (a) military medals
6. Commemorative medal of the Minister of Defence of the Slovak Republic,
(2) Military medals and military badges under subsection (1) shall be divided into grades depending on the degree of merit; they may also be awarded to soldiers of foreign armed forces.
(4) Military medals and badges of honour under paragraphs (1) and (3) may also be awarded to a citizen or foreigner who has made a significant contribution to cooperation with the Armed Forces of the Slovak Republic.
(6) The Military Medal for Humanitarian Aid, the Commemorative Medal for Participation in a Military Operation, the Commemorative Medal of the Minister of Defence of the Slovak Republic and the military medals and badges of honour pursuant to paragraph (3) shall be awarded by the Minister.
(9) The determination of the grades of military medals and classes of military badges and the conditions for their award pursuant to paragraph (1) shall be laid down in a generally binding legal regulation issued by the Ministry."
Decree of the Ministry of Defence of the Slovak Republic of 28 September 2005 No SELP/K-58/5-16/2005 on the determination of the grades of military medals and classes of military badges and the conditions for their award:
§ 1 Grades of military medals:
(3) Military medals The Commemorative Medal of the Minister of Defence of the Slovak Republic, the Commemorative
Medal of the Chief of the General Staff of the Armed Forces of the Slovak Republic, the Medal of the Military Defence Intelligence and the Medal of the Military Intelligence Service have three grades, which are distinguished by the colour of the ribbon and metal.
§ 3 Conditions of award:
(5) The Military Commemorative Medal of the Minister of Defence of the Slovak Republic may be awarded to a professional soldier for special merits for the construction and development of the Armed Forces of the Slovak Republic.
(9) When deciding on the awarding of the appropriate grades of military medals, the degree of merit of the professional soldier shall be taken into account. As a rule, military medals shall be awarded from lower to higher grades.
(10) Military medals shall be awarded
(a) on significant anniversaries, which are:
1. 1,
2. the anniversary of the Slovak National Uprising,
3. Day of the Constitution of the Slovak Republic,
4. Day of the Armed Forces of the Slovak Republic,
5. Day of the Victims of Dukla,
b) on significant anniversaries of units, units, offices and establishments of the Armed Forces of the Slovak Republic.
§ 5 Common provisions
(1) Military medals and military badges shall be awarded by a written military order.
(2) When awarding a military medal or a military badge, a document shall be presented at the same time
of the award of the military medal or military badge.
(3) Military medals and military badges awarded in memoriam shall be presented to the survivors of the professional soldier.
(4) A military medal or military badge may be awarded on the basis of a proposal or without
proposal; a proposal may also be submitted by the statutory body of a civil association with a professional relationship to the Armed Forces of the Slovak Republic to the competent head of the service office authorised to award a military medal or a military badge.

I just want to add a factual note that the medal - the issue after 2009 is not from Ag. I enclose a photo - the reverse of the medal type from Ag. Hallmarked. Awarded in 2008. Just for curiosity PM MO was awarded also to non-military persons, e.g. actor Andy Hryc and many army sportsmen - A. Kuzmina, M. Tóth, P. Hurajt and others.

Andy Hryc is a non-military person, but those army athletes are certainly not. Many army athletes are professional SOLDIERS in government service. For example, the aforementioned M. Tóth has the rank of master sergeant (but there are others - e.g. the successful rifleman nrtm. Jozef Gonci, bodybuilder rtm. Štefan Havlík, athletes nrtm. Martina Hrašnová, kpt. Igor Kováč etc.). Others - e.g. specifically Kuzminova, but also Hurajt, skier Zuzulová, water slalom racers Martikán, Slafkovský, Kaliská are (or were) civil servants of the Ministry of Defence of the Slovak Republic (employees in the public service) - thus they are part of the defence department.

A friend from the Netherlands who was awarded this medal asked me 2 questions.
Is it possible to receive a higher level of the medal if one has already been awarded a lower level?
Is it possible to re-award the 1st degree after a certain period of time? Are there 2 or 3 1st degree medal winners? If so, can anyone provide a photo of the mini-medals?

If you have a bronze/silver, there is no problem with awarding a higher one (silver/gold). But (for soldiers of the Slovak Armed Forces) only one ribbon can be worn on the uniform, of the highest grade - so for a combination of bronze and silver, the ribbon of the silver one is worn. The fact that soldiers ignore it is another matter.



Repeated award of the same degree - I have no idea. I personally doubt it, but I have no confirmation or substantiation.
