PEOPLE'S COMMISSAR OF DEFENCE OF THE UNION OF THE SOVIET REPUBLICS

21 June 1940

From July 1, 1940 to reorganize the administration of the troops of the Far East and the Trans-Baikal Military District.


1. To form:


(a) The Far Eastern Front Directorate under staff No. 2/5-1 with a naval detachment,


The Political Department of the Front under the staff No. 2/902-B,


Front Air Force Directorate under staff No. 2/804 KOVO,


the Military Prosecutor's Office of the Front under the staff 2/916 of the KAVO,


the Military Tribunal of the Front under the staff of 2/917 KAVO.


(b) Army Offices:


15th (Sungari) - headquarters BIROBIJAN,


2nd Red Banner (Blagoveshchenskaya) - the headquarters of Kuibyshevka,


16th (Borzinskaya) - headquarters BORZIA.


Offices of the 15th, 2nd, 16th armies to have the following staffs: army offices 2/6, political offices 2/902-D, Air Force departments 2/946, military prosecutor's offices 2/848, military tribunals 2/849.


Service units for the administrations of each army to be maintained according to the following staffs: liaison battalion 14/905, guard company 023/708, motor transport company 32/935, staff utility platoon - 02/742.


(2) To be reorganized as follows:


Northern Army Group Headquarters to the Special Rifle Corps Headquarters under staff No. 471 - Corps Headquarters NIKOLAEVSK on the Amur. Military Prosecutor's Office on staff 4/638-B, military tribunal - 4/636.


3. Rename the 1st Army Group into the 17th Army, with the content according to the existing staff: Army Headquarters 2/918, Intelligence Department 32/821, separate motorcycle company 16/732, service motor company 32/937, military prosecutor's office 4/919 and military tribunal 32/928. Army Headquarters - ULAN-BATOR.


4. To subordinate to the Military Council of the Far-Eastern Front:


(a) the 1st Red Banner Army in its present composition. Army Headquarters - VOROSHILOV. To keep the Army Administration in the old staffs (2/900-XV, 2/902, 2/904, 2/901, 2/916, 2/917).


b) 15th (Sungari) Army. Composition: 34th, 35th and 78th Rifle Divisions, corps units of the 20th Sk, Ust-Sungariyskiy Fortification, 202nd Airborne Brigade, 19th Light Tank Brigade, 12th Fighter Regiment, 181st Reserve Artillery Regiment of the General Command.


(c) The 2nd Red Banner (Blagoveshchenskaya) Army. Composition: 18 Rifles. Corps (12 and 69 Sqd), 3rd Rifle Division, Blagoveshchensky Fortification, Ust-Bureisky Fortification, 43 Light Tank Brigade, 114 and 550 Artillery Regiments of the General Command Reserve, 25 and 28 Air Brigades, 212 Airborne Brigade. To subordinate the Zey-Burey detachment of the Amur Red Banner Military Flotilla to the Army Commander in operational terms.


d) Special Rifle Corps as part of the troops subordinated to the Northern Army Group;


e) units directly subordinated to the command of the Far Eastern Front: the 5th Aviation Long-Range Bombardment Brigade (Vozdvizhenka), the 8th and 22nd Long-Range Bombardment Aviation Regiments (Khabarovsk and Vozjaevka), the 20th Fighter Aviation Brigade (Khabarovsk), the 60th Fighter Aviation Regiment (Komsomolsk);


(e) the Pacific Ocean Fleet and the Amur Red Banner Flotilla - operationally only.


5. to subordinate to the Military Council of the Transbaikal Military District:


(a) the 17th Army as part of the troops of the presently existing 1st Army Group;


b) the 16th (Borzinskaya) Army. Composition - 12th Rifle Corps (65th, 94th and 152nd Rifle Divisions), 5th Mechanized Corps (13th and 17th Tank Divisions and 109th Motorized Division), 15th and 22nd Cavalry Divisions, Transbaikal Fortification, 106th Artillery. General Command Reserve Regiment, 2nd Air Brigade, 16th Light Assault Regiment;


(c) 32nd Rifle Corps. Corps headquarters - IRKUTSK. Composition: 46th, 114th and 93rd Rifle Divisions, 126th Corps Artillery Regiment;


(d) Units directly subordinate to the command of ZABVO:


67th Air Brigade (composition: 32, 38 and 150 SB aviation regiments, 9th Fighter Aviation Regiment),


23 Air Brigade (composition: 4 DB aviation regiments, 51 fighter aviation regiment),


246 Howitzer Regiment of the General Command Reserve;


e) Sretensky Detachment of the Amur Red Banner Military Flotilla - only operationally.


6. to disband:


(a) The Directorate of the Front (Chita) Group. Personnel to be assigned to the Far-Eastern Front Directorate;


b) The Directorate of the 2nd Separate Red Banner (Khabarovsk) Army. Personnel to be turned to man the administrations of the 2nd and 15th armies;


c) Headquarters and Directorate of the 20th Rifle Corps. Personnel to be turned over to man the headquarters of the 15th (Sungari) Army.


7. To the Chief of the Red Army General Directorate to give appropriate orders for the formation of service units.


8. To the Deputy People's Commissars of Defence, Tt. Shchadenko and Mekhlis to give instructions on the staffing of the front and army departments with command and political personnel.


The order is to be put into effect by telegraph.
