After the World War, the Japanese Navy sought suitable aircraft types for its air force from its allies, which the air force would both use, but also negotiate and purchase licensed production, as it was necessary to build factories and design bureaus in Japan that would later design and produce their own aircraft.
One category of aircraft that Japan needed was flying boats. Several types were tested by the Navy, and based on these tests, the British reconnaissance aircraft Felixstowe F.5 was selected, which was licensed for production in the USA and Canada. After arranging for licensed production, a group of British engineers from the Short Brothers factory came to the Yokosuka Naval Arsenal and trained Japanese technicians in the construction of these flying boats. The first six planes were assembled in Yokosuka from British parts, the rest were already of Japanese manufacture. One aircraft flew over Tokyo in October 1921, where it surprised residents with its size. Further production and especially modifications (one cannot yet speak of development) were entrusted to the arsenal in Hiro. Here, the design of the boat was subjected to a thorough inspection, and based on the knowledge gained, a flying boat was later designed and produced H1H.
The Aichi Tokei Denki factory had the largest share of production, producing forty aircraft; production ran there until 1929. From August 1924, more powerful Loriane engines were assembled, and licensed production of these aircraft began in Japan.
Felixstowe aircraft served at the Sassebo and Yokosuka naval bases until 1930, with several lost in accidents during their service.
