Several types were tested by the Navy, and based on these tests, the British reconnaissance aircraft Felixstowe F.5 was selected, which was licensed for production in the USA and Canada. After arranging for licensed production, a group of British engineers from the Short Brothers factory came to the Yokosuka Naval Arsenal and trained Japanese technicians in the construction of these flying boats. The first six planes were assembled in Yokosuka from British parts, the rest were already of Japanese manufacture. One aircraft flew over Tokyo in October 1921, where it surprised residents with its size. Further production and especially modifications (one cannot yet speak of development) were entrusted to the arsenal in Hiro.
