In the mid-20th. years needed the us navy finally a true naval fighter, instead of zastarávajících Built TS-1, Voughtů UF-1 and similar emergency types. The concern, therefore, was following the army contest, in which against each other to fight the construction of the Boeing and Curtissu. The army allowed the pilots of the navy to test how Curtissův XPW-8A, so Boeingův XPW-9 - indeed, in any order from the two components could be interesting to reduce the unit price.

The navy preferring Boeing, which according to the test pilots led in controllability, maneuverability and easier maintenance, had a much better view from the cockpit, but he was acting a little worse during take-off and landing. The navy therefore at the beginning of the year 1925 has ordered 14 Boeing under the designation FB-1. The first ten machines, delivered between 1. and 22. in December 1925, they were essentially a PW-9 with slight changes in the equipment according to the requirements of the navy, and retained the same corporate designation, Model 15. Other machines were delivered with the other modifications, and were therefore renamed to FB-2 (Model 53), FB-3 (Model 55) and FB-4 (Model 54). FB-1 were intended for service on the coastal bases, not therefore, nor any equipment for landing on aircraft carriers.

All ten machines took over the newly formed air force, marine corps, first it was six machines to the squadron VF-1M, located as part of a Marine Aviation Group in the Quanticuthat, and the remaining were divided between the VF-2M, and VF-3M, which was part of the Second Aviation Group in San Diego. These squadron were in 1927 due to the possibility of confusion with the pinions of the navy renamed - that was a nine out of ten machines are concentrated at the VF-3M, now renamed the VF-10M, and sent together with the observation squadron VO-5M, and its O2B-1 part of the expeditionary forces to Shanghai where the us marines oversee the safety of the international neighborhood. She at that time was afraid of the approaching nationalist army, and especially of communists in it. The tenth machine flew for VO-8M in San Diego. In the summer of 1928 all of the remaining machines met with squadron VF-6M in San Diego. The last machines were decommissioned sometime in the mid-30. years.

Like the FB-2 were delivered to two machines, both the navy took over 8. December 1925. Basically it was just FB-1 equipped with a landing hook and landing gear with a common axis, about 180 kg heavier than the standard machine. Already 25. December have been delivered to the maritime squadron VF-2Bthat is tested on the deck of an aircraft carrier USS Langley. In the tests proved successful and the adjustments proposed by the testujícími piles were used on the main version, FB-5. Both the FB-2 were then returned to a standard FB-1.
