By the mid-1920s, the U.S. Navy finally needed a true naval fighter, instead of the aging Curtiss TS-1, Vought UF-1, and similar emergency types. It therefore watched with interest the Army competition in which Boeing and Curtiss designs fought each other. The Army allowed Navy pilots to test both the Curtiss XPW-8A and Boeing's XPW-9 - indeed, a possible order from both services could interestingly reduce the unit price.

The Navy preferred the Boeing, which test pilots said led in handling, maneuverability and ease of maintenance, had much better cockpit visibility, but behaved a bit worse on takeoff and landing. The Navy therefore ordered 14 Boeings under the FB-1 designation in early 1925. The first ten machines, delivered between December 1 and 22, 1925, were essentially PW-9s with slight changes in equipment to meet Navy requirements and also retained the same corporate designation, Model 15. The other machines were delivered with further modifications and were therefore redesignated FB-2 (Model 53), FB-3 (Model 55) and FB-4 (Model 54). FB-1s were intended for service at coastal bases, and therefore had no aircraft carrier landing equipment.

All ten machines were taken over by the newly formed Marine Corps Air Forces, initially six machines went to the VF-1M squadron, based as part of the Marine Aviation Group at Quantico, the rest were split between the VF-2M and VF-3M, which was part of the Second Aviation Group in San Diego. These squadrons were renamed in 1927 due to the possibility of confusion with the Navy squadrons - by then nine of the ten machines were concentrated with VF-3M, now renamed VF-10M, and sent along with the observation squadron VO-5M and its O2B-1 as part of the Expeditionary Force to Shanghai, where the U.S. Marine Corps was overseeing the security of the International District. The latter at the time feared the approach of the Nationalist army and especially the communists within it. The tenth machine flew at VO-8M in San Diego. In the summer of 1928, all the remaining machines met at VF-6M Squadron in San Diego. The last machines were retired sometime in the mid-1930s.

Two machines were delivered as FB-2s, both taken over by the Navy on 8 December 1925. Essentially they were just FB-1s fitted with a landing hook and common-axle landing gear, about 180 kg heavier than the standard machines. As early as 25 December, they were delivered to a naval squadron VF-2B, which tested them aboard the aircraft carrier USS Langley. They proved successful in the tests and the modifications suggested by the test pilots were applied to the main version, FB-5. Both FB-2s were then reverted to the FB-1 standard.
