The first dispatches were 53 state of soviet organizations. The order with order number 1 was added to the flag of the Russian federation, the number 2 was added to the flag of the Ukrainian republic. As the first soviet citizens received the order of the 9.2.1973 199 employees of Aeroflot. As the first foreigner to be awarded the Nguyen Thi Binh, minister for foreign Temporary south vietnamese revolutionary government in Paris. Total was granted more than 74 000 orders.
