The 3M6 anti-tank guided missile was developed by the OKB Machinery Design Bureau under the direction of B. I. Shavrin. It is a counterpart of the Franco-German PTRR SS.10. It is also known as PUR-61 (ПУР-61).

The missile was used in two sets - with the 2P26 launcher (chassis GAZ-69) formed a set 2K15 (4 rockets) and with the 2P27 launcher (chassis BRDM-1) formed a set 2K16 (3 rockets). Both vehicles were designated by NATO with the same code - AT-1 Snapper, in the Soviet army the missile (and both sets) was referred to as Shmel, which translates as Bumblebee.

The solid-fuel rocket had an effective range of 400-2000 m. The flight time of the missile to the limit of the effective range is up to 20 s. Guidance of the missile to the target is manual, with commands transmitted by wire. The maximum flight time of the missile is 24 s. The 3N13 cumulative warhead with a mass of 5,4 kg ensures piercing of 300 mm of homogeneous rolled steel at an angle of 90° or 150 mm at an angle of 60°. The probability of destroying the target is 0,5-0,8.
The missile is stored and transported in a 3Ja11 (3Я11) transport-storage chest weighing (including the missile) 65 kg. The dimensions of the chest are 990x710x740 mm.
