The regiment was formed according to the prescribed number 015/174 on aircraft type MiG-3. In the period from October 10, 1941 to February 10, 1943, his activity in air patrols over military facilities consisted of a separate air brigade of the NKVD border troops NKVD. This brigade, in turn, was subordinated to the Moscow Air Defense Zone. On December 6, 1941, the regiment was renamed 1. fighter air regiment of the Border Troops NKVD.
