The order and medal are designed for civilian employees. The order is usually granted for 25 years of service at retirement. In India, it was 20 years old and in the countries with a worse climate for 16 years. The insignia for women had a slightly different design. After the change to the british system of honours in 1993 with the order no longer awarded, the medal, yes.
