EU-US security strategies and their updates by the end of 2008

The main goal of this work is the analysis of security strategies of the European Union and the United States of America based on the analysis of relevant documents. The work also focuses on outlining the development of strategies of these two important units until the end of 2008 using updated versions of both documents.

EU-US security strategies and their updates by the end of 2008: I. Characteristics, common elements and fundamental differences

Perceptions of the nature of security risks and a list of individual threats are the main common elements of both strategies. The vast majority of both documents agree in this area. In the case of the ESS, it is only appropriate to draw attention to the slightly growing importance of threats coming from within, ie arising directly on the territory of the EU. This can be documented, for example, in the reference to the cells of terrorist organizations directly on the territory of the EU Member States or in the short section on organized crime, which often has its roots on European soil.

When describing and evaluating the implementation of the ESS, it is necessary to take into account the essential fact that the ESS is a strategic document, not an operational document. From the point of view of European security, it mainly indicates its long-term orientation. It is difficult to expect short-term results in a month's time in putting the strategy into practice.

EU-US security strategies and their updates by the end of 2008: III. Update security strategies

The report on the implementation of the European Security Strategy was adopted in December 2008 and is currently the only document that specifically focuses on assessing the implementation of the ESS in EU policies and revising parts of the original strategy to reflect the current state of the international security environment at the end of 2008. the document itself states that its purpose is not to replace the original 2003 ESS, however the Report comes up with some innovations in some respects, thus de facto changing the current wording of the ESS.

The main goal of this work is the analysis of security strategies of the European Union and the United States of America based on the analysis of relevant documents. The work also focuses on outlining the development of strategies of these two important units until the end of 2008 using updated versions of both documents. A comparison of the two security strategies is particularly interesting given that the EU and the US are very close allies. Most EU member states are bound to the US by their membership in the North Atlantic Alliance. Nevertheless, the EU and the US are very different entities, which is reflected in some features of their strategies.
