The commemorative medal, which was to commemorate the reign of Tsar Nicholas I, was established by Tsar Nicholas II by his decree and at the same time he delegated his duties to the Minister of Military Affairs P. S. Vannovsky (П. С. Vanновски). By his decree he also determined that the medal would be made of:

The bronze medal was intended for the non-commissioned officers and junior officials who were in active service during the reign of Tsar Nicholas I.
Tsar Nicholas II specified by his decree of February 1, 1897 that the artists of the Tsar's theatres were also entitled to this medal, as well as the servants at the court of Nicholas I.

The medal has a prescribed size of 27/28 mm. The decoration was worn on the chest on a combined ribbon of the Order of St. Vladimir and the Order of St. Alexander.
