Korejskou vládou navrženo již v roce 1951, avšak americké zákony v té době znemožnili její udělování (armádní příslušníci nesměli obdržet vyznamenání cizích států). Až v roce 1998 byl tak návrh oživen a teprve o rok později definitivně schválen a medaile mohla být udělena zbývajícím veteránům z Korejské války (okolo 1.8 milionu bývalých vojáků).
