Odznak má tvar elipsy oceľovej farby s vrúbkovaným povrchom. Uprostred elipsy, na pozadí červeného smaltu zobrazujúceho lúče vychádzajúceho slnka, je zvislo umiestnený meč s kosákom a kladivom, lemované červeno smaltovanou stuhou s nápisom uprostred v azbuke НКВД. Kosák, kladivo a rukojeť meča sú pozlátené, odznak je zo striebra. Nosil sa na pravej strane hrude a k odevu sa pripevňoval prostredníctvom skrutky.

Although NKVD replaced the original OGPU as early as 1934, the replacement of the badge Honorary Worker of the VČK-GPU did not occur until 1940. At that time, by the NKVD order of 06.11.1940 № 1007, the badge of Meritorious Worker of the NKVD was established as the highest award given within the state security organs. It was awarded to workers of the NKVD organs and troops for merit in conducting or directly carrying out activities aimed at protecting the state security of the USSR. The decoration was awarded on the order of the NKVD, and a decoration document was issued together with the badge. The holder of this badge of honour was entitled to an extraordinary assignment of an apartment in the NKVD residential houses. After the division of the National Commissariat into NKVD and NKGB, badges were issued on the basis of orders from the newly established bodies. In 1940-45, a total of 4,456 state security personnel were decorated, with the highest number in 1945 - 1,850.
