It was built under the orders of the Supreme military council no 23 of 31. march 1918 on the territory of the Archngelské, changing the vologodsk and Oloněcké governorate, the islands of the White sea and the arctic ocean. In connection with the intervention in northern Russia, was canceled. Its territory was incorporated into the Yaroslavl and the Urals military district. Staff and headquarters was used in forming the headquarters of the north-east section of the defense of the troops of the aperture.
