During the Russian Civil War and the military intervention in Russia in November 1918, the Red Army drew up a new plan for the development of troops in the field, which envisaged the creation of 47 numbered Rifle Divisions, comprising 116 Rifle Brigades and 339 Rifle Regiments. On 19 February 1919, the formation plan was communicated to the Red Army front with orders to complete the reorganization by 1 April 1919. By 15 May 1919, this work was fully completed. The brigade organization of the Rifle Divisions provided for the formation of a headquarters, three Rifle Brigades of three regiments each. In order to give the Rifle Brigades greater combat and economic independence, Regulation No. 220/34 greatly strengthened the brigade element in the Rifle Divisions by increasing its number.

The division was formed by renaming the 1st Ust-Medveditsk Rifle Division to the 23rd Rifle Division on 23 November 1918. He was appointed kraskom (red commander) of the division by F. K. Mironov.

The unit took part in fighting during the Russian Civil War of 1918-1921 as part of the 9th Army. Until the spring of 1919, the division, as part of the 9th Army, continued to fight with the Russian White Cossack troops of General P. N. Krasnov. On 27 August 1919, the Rifle Division defeated the 6th White Division near the village of Preobrazhenskaya, liberated the village of Elan, captured the town of Balashov, the village of Krasavka, the station of Filonovo and several other settlements in Saratov Gubernia. For these achievements she was awarded the Honorary Revolutionary Red Banner.

On 17 March 1920, the 23. and 21st Rifle Division and the 1st Partisan Cavalry Brigade, the city of Yekaterinodar (today Krasnodar) was liberated. On 27 March 1920, the 33rd, 21st and 23rd Infantry Divisions and the 1st Partisan Cavalry Brigade captured the town of Novorossiysk.

In July and August 1920, the division was transferred to the southwestern front and on 27 September back to the southern front. On 23 October, the division liberated Alexandrovsk (today Zaporozhye) in Yekaterinoslav Gubernia in Novorossiya. From 8 November 1920, the Tavria division took part in the Perekopsko-Chongar operation. On 26 November, the division, under the command of Chief K. I. Kalnin and military commander I. L. Feldman moved to the southern coast of Crimea to the Sudak-Gurzuf area. On 30 December 1920, in connection with the demobilization of the Red Army, the 23rd Rifle Division was reduced to 23rd Rifle Brigade. By order of the commander of the Ukrainian Military District, the Rifle Brigade was again reformed as the 23rd Rifle Division from 6 July 1922.
