The corps was created by order of the Military Council of the People's Revolutionary Army of the Far Eastern Republic No. 635 of 02.11.1922 as the Seaside Rifle Corps. The corps headquarters was stationed in the city of Chita.

On 15.11.1922 the republic became part of the RSFSR and its armed forces were incorporated into the Peasant Workers' Red Army as the 5th Army on 16.11.1922. By order of the Commander of the 5th Army No. 213 of 25.12.1922, the corps was renamed the 17th Seaside Rifle Corps and subsequently, in connection with the redistribution to Ukraine, was renamed the 17th Rifle Corps in January 1924.
