On 16 August 1942, Decree No. 2178c of the State Committee of Defence was issued on the reconstitution of eight airborne corps and five separate manoeuvre airborne brigades. The order for their formation was issued on 20 September 1942. In the autumn of 1942, new airborne corps were formed with the numbers 1st, 4th, 5th, 6th, 7th, 8th, 9th and 10th, as well as five new manoeuvre airborne brigades: 1st, 2nd, 3rd, 4th and 5th. 9th Airborne Corps was formed on 20.09.1942 and its commander was appointed Colonel Mamontov.

Under the new order No. 035/10-035/25, the corps was to have a strength of 9,930 men. Personnel of the 202nd Airborne Brigade and two separate airborne battalions of the Transbaikal Front were involved in the creation of the new airborne units.

Throughout the autumn, brigades of the second formation were being assembled in the Moscow region (even at the expense of replacement airborne regiments), intensive combat training and unit consolidation was underway. By winter, however, STAVKA decided to take advantage of the favorable strategic situation and conduct two major operations simultaneously: one against the German Army Group "Center", the other against the Army Group "North". The operation against Army Group North was named "Polaris". In order to reinforce the troops of the Northwest Front, it was decided to reform the existing airborne corps into divisions and deploy them on the most important direction of Operation Polaris.

This time the newly formed divisions were called "airborne", but this did not change their "infantry" nature. Thus, by order of 8 December 1942, the 5th Guards Airborne Division under the command of Colonel Travnikov was created in the town of Kirzhach on the basis of the airborne brigades of the 9th Airborne Corps.
