Fyodor Ivanovich Gryzlov was born June 5, 1895 in the village of Filino, Vladimir Gubernia, Russia.

Before his service in the army, F. I. Gryzlov worked as a factory worker at the Morozov factories in Orekhovo-Zhuyev and the Prokhorov factory in Moscow. After the outbreak of World War I, he was mobilized for military service in May 1915 and assigned to the 77th Reserve Infantry Regiment in Tula. In August he graduated from the training group and as a junior non-commissioned officer was sent to the front, where he was assigned to the 228th Infantry Regiment of Zadonsky's 57th Infantry Division of the 44th Army Corps. With this regiment he fought on the Western, Romanian and Southwestern fronts and attained the rank of senior non-commissioned officer. In 1917 he was elected chairman of the regimental committee. After the October Revolution in November 1917, on his return from the front, he volunteered to join a special detachment of the Vladimir Regional Cheka, the forerunner of the infamous NKVD. In February 1918, he was appointed commander of this detachment, and in the same month he went with it to the left-bank troop group of the 5th Army of the Eastern Front against the White Guards (in the area of the Penza). Upon arrival, the detachment joined the 1st St. Petersburg Volunteer Regiment, which was renamed the 243rd Rifle Regiment within the 27th Rifle Division in the autumn of 1918. The regiment took part in the fighting against the forces of Admiral A. V. Kolchak near the towns of Melekess, Bugulma, Belebey, Ufa. In March 1919 he was evacuated to hospital due to frostbite in his legs, then in May he was appointed course commander of the 1st Moscow Infantry Command Course.

In October-November 1919, as commander of the machine-gun group of the 9th Seductive Cadet Regiment of the Independent Cadet Brigade, he fought on the St. Petersburg front against the troops of General N. N. Yudenich. In March 1920, he completed the course and was appointed company commander in the 12th Rifle Regiment of the 1st Model Brigade of the 2nd Rifle Division. He participated with it in the fighting against the troops of General P. N. Wrangel, in the liquidation of General S. G. Ulagay's landing at Kuban. On 28 September 1920, during the encirclement of the division at Mariupol, he was captured and joined Wrangel's army in order to escape. On 3 October he managed to escape from captivity and then served again in the same regiment and division. He took part in the liquidation of the armed detachments of N. I. Makhno, Maslak and others. In May 1921 he was admitted to the hospital due to illness, then was appointed commander of a separate battalion at the Don region's food supply department. After its disbandment in October, he was transferred as battalion commander to the training regiment of the 2nd Rifle Division. From January to May 1922, F. I. Gryzlov was on the "Vystrel" course, after returning to the division he was appointed company commander of the 6th Rifle Regiment. In February 1923 he was transferred to the same position in the 25th Rifle Regiment of the 9th Rifle Division. From October 1926 to August 1927, he trained at the Ulyanovsk Infantry School named after V. I. Lenin.

Since August 1928 he commanded the 42nd Independent Local Rifle Company of the North Caucasus Military District, from May 1932 he was acting commander of the Novocherkassk. On 18 January 1934, he was appointed deputy commander of the 114th Rifle Regiment of the 38th Rifle Division. On 17 May 1941, he was transferred as a junior instructor of the "Vystrel" courses.

At the beginning of the Great Patriotic War, he continued his service in the courses as a junior teacher of rifle training and general tactics, and from June 1942 as a teacher of tactics in the mortar battalion commanders' course. In September 1942, he was sent to the Western Front as Chief of Staff of the 17th Rifle Division, which, as part of the 33rd Army, engaged in defensive fighting near Gzhatsk. Since December, he has served as chief of operations and deputy chief of staff of the 33rd Army. In this capacity he participated in the planning of the Rzhev-Vyazma offensive operation (March 1943). In April, Colonel F. I. Gryzlov was allowed to command the 222nd Rifle Division. On September 15, 1943, he was promoted to the rank of major general. As part of the 69th Rifle Corps 33rd Army Western Front, he took part with it in the Smolensk Assault Operation and the liberation of Smolensk. The division was awarded the honorary title "Smolensk" for its successful fighting. On 12 April 1944, he was relieved of his command and placed at the disposal of the Main Cadre Administration. At the end of May, he was sent to the 1st Baltic Front and from 7 June 1944 he was allowed to command the 156th Rifle Division. During the Belorussian offensive, the division, located in the 43rd Army formation, was deployed in a breakthrough northwest of Bobruisk and pursued the enemy, advancing 586 km (586 mi). In September, the division took part in the Riga offensive. After forcibly crossing the Lielupe River, its units, under its command, broke through enemy defenses southeast of Riga and, advancing by fighting northward, tied the enemy on their direction, thus securing the actions of the main force of the 43rd Army in the direction of the main thrust. For exemplary performance of this task, the 156th Rifle Division was awarded the Order Kutuzov 2nd Degree (23 October 1944). It was then regrouped as part of the 92nd Rifle Corps of the 43rd Army on the Memel direction. On 5-6 October 1944, after a successful reconnaissance and using the successes of the advance units, the division, in cooperation with neighboring units, broke through the enemy defenses and, developing successes, reached the outskirts of Memel, where it was withdrawn to the corps' reserve after heavy fighting.

From 2 May to 28 September 1945, he was treated for illness at the Red Army Military Medical Academy, after which he was appointed commander of the 109th Rifle Division of the Don Military District. After its disbandment in May 1946, he was transferred to the "Vystrel" courses as a senior tactics teacher. On July 11, 1950, he was transferred to the reserve due to illness.

He died on Monday, February 21, 1972, in Moscow at the age of 76.
