According to List No. 24, annexed to General Staff Directive No. 170481 of 1 October 1960, the 426th Signal Squadron was not assigned to the fighting army until 18 February 1943. However, I managed to find the Combat Activity Diary of the 426th Signal Squadron for the period from 19.05.1942 to 22.11.1942, in which, besides the activities common for this kind of squadrons (transporting materials, passengers), there are also described explicitly combat activities such as bombing, dropping propaganda leaflets, supplying the partisans or reconnaissance flights.


According to the resolution of the Council of People's Commissars of the USSR of 05 June 1941, the fighting army and navy (Действующей Армии и Флота) included, among others, the fronts and all units subordinate to these fronts, at the time of the ongoing combat actions of these higher units.


From the foregoing, in my opinion, it follows that although the 426th Signal Squadron had been conducting combat operations since May 1942, it may not have been included in the so-called fighting army, since combat operations were apparently not being conducted by its superior higher units. Yet inclusion in the so-called fighting army was of vital importance to all members of such units. According to Article 2(1) of the Russian Federal Law on Veterans: 'Veterans of the Great Patriotic War are persons who took part in combat operations to defend the Fatherland or to provide military units of the active army in areas of combat operations'. That is, only those who were part of the fighting army in combat action zones are considered to be veterans of the Great Patriotic War. This of course entails compensation for injuries, death or pension entitlements.

In this context, the information given in the mentioned List No. 24 seems to be interesting, namely that until 08.03.1943 the squadron did not have an assigned serial number. However, the Combat Action Log shows that the squadron had already been assigned the number 426 at least in May 1942. That this is not a different unit is evidenced by the fact that the log is signed by the squadron's adjutant st. lejtenant (lieutenant) N.I. Filatov, who was the chief of staff of the 426th Signal Squadron in April 1943.
