In the fall of 1941, the State Committee of Defense decided to form ten airborne corps. A decree of the State Committee of Defence of 10 September 1941 ordered the Central Committee of the Komsomol (a Soviet youth organisation) to select 50,000 Komsomol volunteers between the ages of 18 and 26 for the newly formed airborne units by 5 October 1941. The best of the best were selected. In addition to good physical abilities, paratrooper candidates had to have already completed civilian parachute and marksmanship training. The selected recruits were characterized by a high fighting spirit. They were mostly natives of the northern regions of the Soviet Union born between 1922 and 1923. Supplemented by veterans of the airborne units, they received combat training throughout the winter of 1941 and spring of 1942. The 9th Airborne Corps was formed in the Volga Military District in September 1941 in the town of Kirzach Ivanovsk Oblast. He was appointed commander of the 9th Airborne Corps by major-general Bezuglyj, who was replaced in command in March 1942 by colonel Denisenko.

The German offensive into the Caucasus and Stalingrad, which began in late June 1942, turned into a heavy defeat for the Red Army a month later. The armies of the Southwestern and Southern Front, which were facing the German troops, were defeated. German troops crossed the Don and launched an offensive in the Caucasus. The fresh armies sent in the Stalingrad direction had difficulty holding back the German 6th Army, which was rushing seemingly unstoppable in the direction of Stalingrad.

In such a situation, on 1 August 1942 - by order of the High Command - all airborne corps were reorganized into Guards Rifle Divisions. The 9th Airborne Corps was reorganized into the 36th Guards Rifle Division, and on 5 August and 6 August 1942, parts of the division began loading onto the railway towards Stalingrad. The 20th Airborne Brigade of the corps was reorganized into the 104th Guards Rifle Regiment, the 21st Airborne Brigade into the 106th Guards Rifle Regiment, and the 22nd Airborne Brigade into the 108th Guards Rifle Regiment.
