Andrei Ivanovich Konovalov was born on October 17, 1896 at Uzlovaya Station, Topki Settlement, Tula Gubernia.

During World War I, A. I. Konovalov was mobilized for military service in May 1915 and assigned to the 12th Reserve Battalion in Morshansk. After a month's training with a marching company, he went to the southwestern front and was assigned to the 164th Infantry Regiment of the 41st Infantry Division. In 1916 he graduated from a training group there and served as a junior non-commissioned officer (reconnaissance platoon leader). He went on leave at the end of August 1917 and was demobilized by the military chief of the Bogorodice district. From November 1917 he worked in the warehouse of the Uzlova station in Tula province.

In the Civil War, Konovalov was drafted into the Red Army on March 4, 1919 and assigned to the 61st Independent Reserve Battalion. Based on the battalion, the Moscow Detachment of the VChK was later formed to fight counter-revolution, sabotage and desertion. As a squad and platoon commander, he fought against banditry in the Smolensk and Tver oblast and also fought at Tsaritsyn (present-day Volgograd). In 1920, the detachment was moved to Veliky Ustug and joined the 12th Independent Infantry Brigade. On the march from Bolshaya Uss'utsugu to Uss'-Sysolsk in the Vologda province, Konovalov fell ill with typhoid fever and was evacuated to the hospital, after recovering he was granted a leave of absence. In September 1920 he joined the 17th Tula Infantry Command Staff School as a cadet, from 22 February 1922, simultaneously with his studies, he served as a squad leader and deputy squad leader. After graduating from the school, from September 1922 he commanded a platoon in the 10th Infantry Course in Baku and the 4th Infantry Course in Armavir. After the latter was disbanded, he served from February 1923 as platoon commander and deputy company commander in the 2nd Sukhumi Rifle Regiment of the 1st Caucasian Rifle Division. In May 1924, he was transferred to the 6th Caucasian Rifle Regiment of the 2nd Caucasian Rifle Division. In May 1924, he was transferred to the 6th Caucasian Rifle Regiment of the 2nd Caucasian Rifle Division, where he served as deputy commander and later company commander. From 24 September 1924 to 27 August 1925, he was simultaneously trained at the Lenin Physical Education Courses of the Red Army and Navy Staff in Leningrad. With the redistribution of the division to the Ural Military District (Ovruch) from November 1930 he was the head of the regimental school of the Yanov Rifle Regiment (Yanov Station, Kyiv Oblast).

Since October 3, 1932 Konovalov served as deputy chief of the 1st (operational) part of the staff of the 2nd Caucasian Rifle Division. In June 1934, he was appointed Chief of Staff of the 5th Caucasian Rifle Regiment of this division, later renamed the 178th Rifle Regiment. In 1937, he was appointed commander of the 174th Rifle Regiment at Smelom, but did not take command and left in November 1937 for the "Vystrel" courses. After its completion in August 1938, he was appointed commander of the Nizhneamurskiy fortified area in Nikolaevsk on the Amur. On 4 November 1939 he was promoted to the rank of combrig. On 26.3.1941 he was appointed commander of the 21st Rifle Division in Spassk. In May 1941 he was seriously wounded in a car accident and was treated in hospital until 26 January 1942.

In the Great Patriotic War, combrig A. I. Konovalov was initially at the disposal of the Main Cadre Administration, then on 25 February 1942 he was appointed chief of the 1st Infantry School in Baku named after S. Ordzhonikidze. After its dissolution on 17 November 1942, he was transferred to the post of chief of the Krasnodar Machine Gun and Mortar School in Yerevan. On February 4, 1943 he was promoted to the first general rank - general-major. With the relocation of the school to Kirovabad, the school was renamed Kirovabad Mortar School on 28 February 1945 and Kirovabad Infantry School on 18 April 1945, following a directive from the General Staff. At the end of the war the school was disbanded and Major-General A. I. Konovalov was put at the disposal of the Main Administration of Cadres, then in October 1946 he was appointed head of the military department of the Odessa Agricultural Institute. On December 26, 1952, he was released to the reserve due to illness.

He died on February 14, 1973 in Monino at the age of 76.
