Velitelství pluku vzniklo 1. listopadu 1954 přejmenováním z velitelství 18. pěšího pluku [1951-1954]. Nacházelo se ve Vysočanech a podléhalo velitelství 11. střelecké divise [1954-1955]. Od svého vzniku užíval pluk krycího označení VÚ 1102 a nesl čestný název „Ostrožanský“.
