Samuil Pinchusovich Medvedovsky was born in 1891 in Zolotonosh, Poltava province, into a Jewish family. The family was poor, so Medvedovsky had to work from an early age. At the age of seven he was left without a mother, two years later without a father. He graduated from the city school, in 1911 he passed the external examinations for the gymnasium course. In the same year he took part in an anti-government riot, for which he was arrested. In the same year, 1911, Medvedovsky was conscripted into the tsarist army. As he was literate (which was not at all common in Russia at that time), he became a clerk of the 10th Company of the 27th Vitebsk Regiment.

From the very beginning of the First World War he was on its fronts. The regimental commander, who disliked Jews, transferred Medvedovsky to an infantry reconnaissance team. In the next two months, he won his first two Crosses of St. George and became a full Knight of the Cross in 1916. In the same year he was promoted to the rank of Junior Ensign. In March 1917 Medvedovsky joined the Russian Social Democratic Workers' Party (Bolsheviks) and was elected a member of the committee of the corps. Soon the command sent him to Berdichev to take up a post as an officer of a company of the Cross of St. George full knights. After the October Revolution, Medvedovsky became head of the Berdychov urban Bolshevik party organization and garrison chief.

Medvedovsky, together with Vasily Kikvidze, began forming units of the Workers' and Peasants' Red Army in Ukraine from former units of the South-West Front. When the 4th Army was formed, Kikvidze became its commander and Medvedovsky its deputy; later the army was transformed into the 1st Soviet (and later 16th Rifle) Division. From June 1918, the division took part in battles with General Krasnov's formations. In the battles Medvedovsky usually led the division on the left flank and Kikvidze on the right. In one of the battles in Poltava province, Medvedovsky and Kikvidze were wounded by the same bullet. Medvedovsky enjoyed great authority in the division. When Kikvidze was killed in one of the battles on 11 January 1919, he temporarily took command of the division, and when a new commander arrived - Robert Eydeman - Medvedovsky again became deputy commander of the division. The soldiers of the division organized rallies with the slogans "We don't want another commander". In August 1919, Medvedovsky was confirmed as commander of the 16th Rifle Division.

The division took part in the battles against Mamont's Corps and Shkur's Cavalry. By order of the Revolutionary Military Soviet No. 56 of February 7, 1920, "the chief of the 16th Rifle Division, Comrade Medvedovsky, for the military merits shown in breaking through the enemy front on the Don near the town of Ostrogozhsk. Ostrogozhsk, which caused the retreat of the enemy from Liski station, and further - the breakthrough of the front on the Don and the capture of Likhoj station", was awarded the Order Red Banner.

In 1920, during the attack on Kuban, Medvedovsky was appointed commander of a strike group that consisted of three divisions and several brigades. The group crossed the Kuban on 25 March 1920 and on 27 March captured Novorossiysk. By order of the Revolutionary Military Council No. 185 of 30 May 1921, "the chief of the 16th Rifle Division to Comrade Medvedovsky for his outstanding military merits on the Southern Front during his command of the said division and for his personal bravery and skilled leadership of the troops entrusted to him in the battles for Batayskoye and Novorossiisk, which directly led to the capture of these cities" was awarded the second Order Red Banner.

Medvedovsky later participated in the Soviet-Polish War. In these battles his division suffered heavy losses. In 1921, the division was stationed in Kazan, taking part in the fight against the famine that gripped Volozhia in those years. When a voluntary collection of valuables was announced to help the starving, Medvedovsky handed over his St. George's crosses, made of gold and silver. On 17 May 1922 Medvedovsky, by then seriously ill with tuberculosis, left his post as division commander and became deputy commander of the Volga Military District. In February 1924, he was assigned to the reserve at the headquarters of the Red Army.

S. P. Medvedovsky died on Friday, April 11, 1924 at the age of 33. He is buried in the Vagankovsky cemetery in Moscow.
