Division of the war planning of the Ministry of war naznala the need for the establishment of a higher headquarters, which would in the event of mobilization to serve as the superior level for six armies. The general headquarters was finally in the framework of the Regular army established 15. August, 1927, and for mobilization purposes included in the scope of the general adjutant. Its main task should be to management pomobilizačního training and ensure the performance of the functions of the headquarters of the army group, respectively, the headquarters of the theater of war in the event of deployment overseas. As commander of the army group/commander of the theater of war had to take over the chief of the army general staff. The organizational structure should be based on the structure of the prvoválečných American expeditionary forces, while as the germ of the staff of the General headquarters should serve the already mentioned division of military planning. The general headquarters was subordinated to the command of all six armies, the higher headquarters of the various types of specialised troops, whose units were subordinated to the Reserve of the General headquarters (sappers, signalmen, chemists, etc.), and alarm units. Most of the units belonged in dvacátách and early thirties between the inactive units of the regular armies (RAI) or units of the Organized reserves (About.R.).

Headquarters was partly formed to 9. August 1932 in Washington and for the mobilization purposes of the team involving to 1. October of the following year within the scope of 2. choral area (in September 1939 changed to the trenton military district). Mobilization officers remained in the competence of the general adjutant. In 1934 it was the General headquarters temporarily formed in order to participate in the exercise, which was held in New Jersey. The commander was general MacArthur and the General headquarters played the role of the headquarters of the theater of war in the defense of domestic territory. When it was in 1935 established the General headquarters air force, were subordinated to the right to the General headquarters. Analogous to this was with the armored forces in 1940.

The general headquarters was 26. July 1940, the partially activated at the Army war university in Washington. Headquarters was set up to 8. July 1941 and activated on 14. July 1941 also at the Army college of war. The role of the General command was modified. General Marshall, while chief of the army general staff and the commander of the General headquarters, decided to exercise command authority over tactical troops (even to the units and the device, the so-called internal zones through the General staff), because the conflict took place on multiple continents and one headquarters theater of war would therefore not enough. General headquarters thus ensures the construction and training of new units in the context of building a mass army. Marshall had the management of the headquarters of the time, and the main character became chief of staff of the General headquarters, major general Lesley McNair.

To 9. march 1942 was the General headquarters within the framework of large-scale changes in the highest army command structure was reorganised on the the Headquarters of the ground forces of the Army of the United states.
