On 25.04.1990 a joint decision of the Minister of Defence of the USSR and the Chief of the KGB No. 088/0215 was approved, on the basis of which the Government of the USSR in June 1990 approved Decision No. 587/82 which ordered the Ministry of Defence of the USSR to create a special purpose motor-artillery division and a separate special purpose motor-artillery brigade and to hand over both volumes to the KGB subordination. For these purposes, in July and August 1990, the 48th Motorized Artillery Division and the 27th Independent Motorized Artillery Brigade (VU 61899, stationed at Ťoplyj Stan), with a total strength of 11912 persons, were transformed and, in accordance with the joint decision of the Minister of Defence of the USSR and the Chief of the KGB No. 0613/0515, were renamed the 48th Motorized Artillery Division of Special Purpose and the 27th Independent Motorized Artillery Brigade of Special Purpose on 14.08.1990. In 1991, a new structure responsible for special purpose forces began to be created within the KGB - the "SČ" Administration (Upravlenie СЧ), to which both volumes were incorporated as of 10.04.1991. In August 1991, the Administration "SČ" was abolished and both volumes were subsequently transferred back to the structure of the ground forces of the Soviet Army.
