Brief history of Grad-P and Partisan rocket launchers
In 1965, at the request of the Democratic Republic of Vietnam (Customer No. 075), the Central Committee of the Communist Party of the Soviet Union (CPSU Central Committee) instructed the Ministry of Defense Industry to develop a lightweight portable missile system for the M-21OF unguided missile. No tactical or technical requirements were made by the Main Rocket and Artillery Directorate (Glavnoye rocketno-artillery Upravlenie, ГРАУ) for the development of a portable rocket launcher. As a result, two versions emerged: the Grad-P (Grad-P) and the Partizan (Partizan). In July 1965, the Grad-P rocket launcher was handed over for testing.


The tests were conducted at the Rževka polygon from 24.07.1965 to 19.08.1965. In August 1965, Colonel G. I. Shterlyaev (Г. И. Штерляев), chairman of the test commission, reported that 172 shots were fired. The tests were terminated with a recommendation to accept the weapon into the armament of the special forces.


The technical documentation was handed over to Plant No. 575 in Kovrov (Ковров) for mass production. By December 1965, 20 9P132 launchers had been produced, and by April of the following year another 180 units.


The Grad-P weapon was widely used by South Vietnamese guerrillas, Cuban troops in Africa, and Palestinian militants. These portable rocket launchers are known to have entered the armed forces of the PRC, Egypt, Iraq, Iran (under the HM21 designation), Mali, Pakistan, Romania, Sudan, Syria and others.
After the experience with the 9P132, Romania developed its own version of the portable rocket launcher.
Iran developed a double-barrelled version in 107mm calibre, using ammunition supplied by the PRC.


The unguided 9M22M missiles were a shortened version of the missiles used in 122mm rocket launchers and demonstrated high operational reliability even when stored in unsuitable conditions, such as shelters in flooded rice paddies. The 9M22M missiles also allowed for makeshift launching.
