The regiment was formed on 1 May 1889 from the existing Cejle Battalion No. 20, Maribor Battalion No. 21 and Stýrský Hradec Battalion No. 22.


In 1894, the regiment was reorganised and expanded by another battalion. This was the Leoben Battalion No. 23, which was transferred from the Klagenfurt Infantry Regiment No. 4.


As of 1 October 1901, the 3rd Field Battalion (formerly Battalion No. 21) and the 4th Field Battalion (formerly Battalion No. 20) were removed from the regiment and used to build the newly established Maribor Infantry Regiment No. 26 - the 3rd Field Battalion retained its number, while the 4th Field Battalion received the number 2 within the new regiment. Thus, the GDR No. 3 lost two battalions, but subsequently the 3rd Field Battalion was newly established.
