Manevr (Manevr-M) is a field automated command system (abbreviated PASUV - Polevoj Avtomatizirovannoj System Upravlenija Vojskam). It has been developed at several levels in both stationary and mobile versions, with a mobile (Manevr-M) part for the division and regiment levels being included in the armament of the Ground Forces of the Soviet Army in 1983. The system is made up of several types of specially adapted combat equipment designed for different positions in the command structure. Although the system was developed in the USSR, the production of the individual components was divided among the various Warsaw Pact member states, and the internal fittings also differed according to the army for which they were intended. The mobile part of the system consisted of several subsystems. The All-Military Subsystem consisted of the MP-21M, MP-21M2, MP-21M3 and MP-31 vehicles, while the Rocket Troop and Artillery Subsystem was made up of the MP-24M, MP-24M1 and MP-24M2 vehicles. Both subsystems included the 9V514 Beta-3M computer. The last subsystem was the Air Defense and Air Force subsystem, which included the MP-22M, MP-22M1, MP-23M, and MP-25M vehicles.

One division-level set was made up of a total of 27 vehicles:
(a) an all-military subsystem
- 3 x MP-21M (one vehicle each for the commander, deputy commander and chief of staff of the division)
- 1 x MP-21M2
- 1 x MP-21M3
- 8 x MP-31 (each motorized artillery/tank regiment in the division line-up 2 vehicles - one each for the commander and the chief of staff)

The ASV Maneuver prototypes were tested during Exercise West-81, where it demonstrated its benefits in practice - it improved and accelerated the decision-making process at individual command posts, which, together with faster information transfer, increased the effectiveness of the use of armaments by a factor of 3 to 5, which was confirmed by another exercise the following year - Exercise Shield-82. However, for those with insufficient psychological resilience, the amount of information and the associated higher demands on the decision-making process under dynamically changing combat conditions led to psychological problems. Despite the real-world experience of the exercises, the system was phased out of the USSR's arsenal in 1987 - on the grounds of its ineffectiveness.

Other reasons for decommissioning are also mentioned - e.g., that in 1984-1987 a number of high officials (e.g., Marshal Ogarkov, Marshal Belov), who advocated the use of the ASV in decision-making, were removed from their posts or retired, despite the fact that a number of senior officers did not believe in the modern technology in this area. And when the system lost its proponents, its opponents asserted themselves. Mutual animosity between branches of the armed forces may have contributed to the scrapping - the system was developed under the aegis of the General Armaments Administration (GRAU), but its operation was handled by the Signal Corps.

Čo sa týka identifikácie fotografií z VHM Piešťany - MP-31 malo podobne ako BMP-1KŠM na priestore roja rozmerné skrinky s energetickými zdrojmi a ďalším príslušenstvom, čo na vozidle v múzeu chýba (podobne ako na fotografiách BMP-1KŠ, ktoré mam k dispozícii z publikácií)... Je ale tiež možné že ich v múzeu jednoducho odstránili....
