The Territorial Forces Headquarters (VeTerS) is a tactical organisational unit, in peacetime it is under the direct command of the Chief of the General Staff of the Czech Armed Forces, and in a state of national emergency and wartime under the command of the Commander Operations Command.
- It is superior to the regional military commands (KVV) and territorial active reserve units (AZ).
- It is responsible for the mobilisation replenishment of the Armed Forces of the Czech Armed Forces.
- It coordinates the activities of the KVV in the implementation of crisis management measures.


Territorial forces
The Territorial Forces of the Czech Armed Forces provide protection and defence of the territory of the Czech Republic within the scope of their competence. They have the capability to perform the tasks of defence against external attack and internal security.


Active reserve
Members of the Active Reserve are citizens who have chosen to voluntarily assume their conscription by serving in the Active Reserve.
- An AZ unit is formed at each KVV.
- Members of the AZ take part in military exercises and deployments to operations on the territory of the Czech Republic.
- The units are primarily intended to perform tasks of defence and protection of the territory of the regions, internal security of the Czech Republic and perform HNS (host nation support) tasks.
