Etchberger was originally nominated for the Medal of Honor shortly after his death, but the proposal did not pass. Many people blamed President Johnson, but the decision was up to General John D. Ryan, the Chief of Staff of the United States Air Force, who was in charge as the Air Force's highest authority. However, the Lima Site mission was top secret at the time and no American troops were to be in Laos. Etchberger was thus initially awarded "only" the Distinguished Flying Cross, the second highest decoration in the USAF after the Medal of Honor. The decoration was presented quietly to Etchberger's family during a ceremony at the Pentagon.
It wasn't until 14 years later that the Lima Site mission was declassified and Etchberger's sons finally learned the truth about their father's death (the official version until then was that he died in a helicopter crash). In early 2000, veterans from the 1st Combat Evaluation Team requested that Etchberger's Air Cross be upgraded to the Medal of Honor. The request was approved in 2008 by Secretary of the Air Force Michael B. Donley, and subsequently by Congress in 2009.
